Our methodology

At the core of everything we do is a proven methodology – Assess, Analyse, Mitigate, Monitor and Optimise – a continuous improvement cycle that ensures every learning intervention is targeted, effective and measurable.

This methodology is applied to the development of SKEB – Skills, Knowledge, Experience and Behaviours. These are the four critical components of workforce competence. By following this cycle, we help organisations build, evidence, and sustain capability while reducing operational risk.

Our methodology in action

  1. Assess – We start by assessing workforce capability through diagnostics, compliance audits, and performance data. This evaluation covers all four SKEB components to establish a clear baseline.
  2. Analyse – Assessment data is analysed for trends, gaps, and high-risk areas, pinpointing where Skills, Knowledge, Experience, or Behaviours need improvement.
  3. Mitigate – We design and deliver targeted learning interventions to close SKEB gaps, from technical upskilling to behavioural change programmes, aligned with industry standards such as NDORS, AoME, CITB, and GMC.
  4. Monitor – We measure the impact of learning on SKEB development, behaviour change, compliance, and operational performance, providing clear ROI evidence.
  5. Optimise – Insights from monitoring are used to refine learning pathways, introduce reinforcement nudges, and provide ongoing support so SKEB gains are sustained and embedded into daily operations.

Why SKEB matters

To build true competence in regulated and safety-critical environments, all four SKEB components must be developed together:

  • Skills – The practical, technical, and procedural abilities required to perform tasks effectively and safely. Well-developed skills reduce operational errors, improve efficiency, and provide the foundation for consistent, competent performance.
  • Knowledge – The theoretical, procedural, and regulatory understanding that underpins safe, compliant practice. Strong knowledge ensures that decisions are informed, risks are anticipated, and actions meet both industry standards and legal obligations.
  • Experience – The real-world application of skills and knowledge that embeds learning into performance. Experience enables employees to operate confidently in complex or high-pressure situations, reducing the likelihood of incidents and ensuring competence in varied contexts.
  • Behaviours – The attitudes, mindset, and conduct that drive safe, ethical, and effective performance. Positive behaviours reinforce a culture of safety and accountability, reducing human-factor risks and ensuring that competence is sustained over time.

Our learning interventions aim to target all four components so competence is complete, measurable and sustainable.

Learning delivery – sector-specific and cross-sector

We deliver learning aligned with industry regulations and tailored for safety-critical, regulated, and high-risk environments. This includes leadership and soft skills development to support broader workforce growth.

Our delivery is built on experiential learning, competency-based frameworks, and evidence-led instructional design, ensuring learning meets compliance requirements while driving lasting behavioural and cultural change.

Learning is a Core Element

Learning is a core element of our Assess–Analyse–Mitigate–Monitor–Optimise methodology, applied consistently to develop Skills, Knowledge, Experience, and Behaviours.

Target Skills and Knowledge gaps for safety-critical roles.
Identify high-risk Behaviours and design targeted interventions.
Track and evidence SKEB progression for compliance.
Monitor SKEB development over time.
Maintain capability through timely refreshers.
Keep Skills and Knowledge current with prompts and reminders.
Provide regulators with clear, verifiable evidence of SKEB competence.

Our Competency Management Ecosystem

All learning activity is embedded within our Competency Management Ecosystem, where data is continuously collected, analysed, and acted upon. This creates a closed-loop process where workforce capability is strengthened through the constant application of our methodology – Assess → Analyse → Mitigate → Monitor → Optimise – with SKEB at the core of every intervention.
